 В Техасе урезали ставку налогообложения, думая что экономический рост увеличит собираемые налоги (supply-side economics). (В 1980е Рейган это тоже сделал, в результате чего госдолг удвоился). Поскольку ожидаемый бум не реализовался, пришлось урезать расходы, в т.ч. такие, которые важны для всех (публичные школы, например). Народ заволновался, чайные республиканцы теперь в обороне.
